after recent upgrades, which triggered update-initramfs, i've got my system
unbootable, compalining that /sbin/reiserfsck can not be run.
i've dug into the problem, and found that binary isn't copied
by /usr/share/initramfs-tools/hooks/fsck.
according to [1], systemd 215-5 is now in testing.
so this bug can be closed, i think

currently, the problem is:
systemd-shim vesion 8-2 (testing) breaks systemd <209, but in testing we still
have systemd 208-8, while 215.xx still stays in unstable.
this situation causes systemd-shim in testing to be unupgradable without
installing systemd-215 from unstable manually.

i can confirm the same issue, and /lib/udev/net.agent is the reason.
after trying the tips given above, i thought: why the hell udev should raise up
the network when it starts? we have /etc/init.d/networking for this!
and i've just added "exit 0" at the very beginning of /lib/udev/net.agent
yes, that's a real pain! especially since now it also even wants systemd-sysv,
offering to delete sysvinit, making systemd default init. why the hell?
as a workaround, we still can install systemd-shim package and continue with

i'm using self-built monolith kernels with no modules support, built with
kernel-package. on every install/update that triggers update-initramfs, the
latter starts to complain about missing /lib/modules//*

self-built kernel and thus faced similar problems because of absence of some
systemd-required kernel options and got things working builded new kernel with
everything needed.

configure script (e.g. with DEB_CONFIGURE_EXTRA_FLAGS) then the build does not

i can confirm the same issue with 0.8.7-6+b1 on testing.
