Hi,
I solved the problem after deleting input group :
deluser input
Now, udev upgrades like a charm.
However, I dan't explain where this "input group" comes froms.
Problem solved, but the bug might comes from another package creating
this conflict.

Well, concerning my network, there is nothing exotic, just an internet
connexion and everything works fine.
Is there any way to "force" freeciv ti use IPv4 if this is the problem?
Or disable IPv6 on my computer to test if this is the problem.

I confirm the bug. neither shutdown, halt or init 0 can shutdown the
