Could very well be indeed it was an upgraded Debian 7 machine, the machine in
question is currently no longer in production, so I cannot check. New DRBD
installs with Debian 8 seems to work fine, so I concur closing the issue is
correct, thank you for your time.

in /lib/systemd/system/drbd.service, for drbd8 this line is used:
/sbin/drbdadm adjust-with-progress all
but adjust-with-progress is not available as command in the default Jessie
install, and according to drbd docs
