in /lib/systemd/system/drbd.service, for drbd8 this line is used: /sbin/drbdadm adjust-with-progress all but adjust-with-progress is not available as command in the default Jessie install, and according to drbd docs only available from version 9.0 (in pre-release) onward. Hence, it fails to start drbd.
