I also have this problem on my 2 Thinkpad machines (IBM T41 and a Lenovo T400).
The have different graphics chipsets - one ATI radeon M7500 and one Intel GM45.
They are both using GDM / Gnome 3.4 and possibly importantly both using
tp_smapi kernel patch.
I however don't have this issue on my HP

After anacron runs the 1st time, usually at boot, systemd registers its state
as "active (exited)". Thus when the command "/usr/sbin/invoke-rc.d anacron
start" in file /etc/cron.d

On reflection, it is entirely possible that this problem is router
specific.
My router is a Thomson Speedtouch 585 provided by the ISP Be (UK). This
router is highly configurable from a CLI, so maybe there are options I
could alter to make it work

I had this same problem. Update-notifier indicated that 2 updates were
available even though both aptitude and synaptic (via "Show Updates" option in
update-notifer menu) indicated that there were no outstanding updates.
I then chose the option "install updates" from the update-notifier menu an
