You are correct, none of the binaries depend on libjpeg.
However, there is a dependency on libjasper-dev, which (at one point) did not
correctly Build-Depends upon libjpeg.
Not sure what the current status is, but there is the background info.

I’m booting using PXE and an initrd. My root file system is a normal “unstable”
