This bug is a regression on the situation in Debian 9 (where firewalld
works with the same monolithic kernel).
I also tested and this is still a problem in the version currently in
testing and unstable (0.7.2-1).

After making a mistake in the configuration file and executing "systemctl
reload squid3", "systemctl status squid3" does lists squid as active even
though it has died, and "systemctl start squid3" does not start it again,
I'd also like to see this bug fixed, and #786757 which is a similar
problem.
In the mean time, as a workaround, the following might help people
diagnose the problem:

using latest debian etch on a PowerBook G4 with a PCI1211 cardbus and
pcmcia cards no longer work for me. I get no responce when card is
inserted and nothing from pccardctl
After purging all python 2.4 packages and removing stuff from /usr/local
then re-installing, everything is working OK. It seems the problem was
in my system. Apologies for the inconvenience.

I had this problem too - after installing etch gnome programs into a
sarge system.
I found it was fixed after I upgraded CUPS packages to the etch
versions. There appears to be a non-recognised dependancy in
libgnomeprint on some cups package. (libcupsys2 perhaps?)
