I was able to get the package installed by symlinking the test-SSE3
binary to test-sse3
ln -s /usr/libexec/x86_64-linux-gnu/isa-support/test-SSE3

I think what we want in Debian is no native compilation when installing
Emacs. There is really no benefit for most people to caching the eln
files in ~root, and there are possible bad effects as demonstrated by

Color management menu in gnome-control-center led to segfault. Also, color
