I thought I did what was necessary to package this software for debian, and I have .deb files out on the web-site. I will need some help to understand what is needed to meet the criteria for debian, and by the way; I don't mind doing the work.

I rebuilt Kshisen from 18.04 under Bullseye and it had the same scaling issue.
Quick search around the web suggested KDE "global scale" under display
settings which was set to 125%, setting that to 100% restarting, and the tiles
now render as expected.
