After several bare-metal re-installations i found a simple workaround
which seems to work, at least for me.
I changed the multipathd.service script in systemd as follows:

As far as the client programs go (dolfin mpi4py petsc4py scalapack),
they are all building now (with mpi4py now patched to ignore the
bug).
