After some more hacking I got a fix that works. It seems that the "ar" code
doesn't support reading a member more than once, so it is necessary to retry the whole
process in uncompressed mode rather than just retrying reading the data member.

On version 1.5-11 we removed the integration with the vlan package, so this
bug doesn't happen anymore.
On version 1.5-12 we added native support for vlans so that compatibility
with old vlan based bridges won't break.

Packer is still broken due to the ABI changes. AFAIK the patch that was
supposed to fix this does nothing to address use of the ABI in the builders.
Since then, there have also been some patches upstream (as Matt had mentioned)
