By default it should be Off but the current 2.4.9-2 simply overrides the value
of the parameters and sets it to UTF-8.

I can confirm the described behaviour still occurs with
the current util-linux 2.20.1-5.8 and that it has been
fixed (or atleast works differently) in v2.24.2.
