Yes, you're right. The problem is the deprecated version 0.7 of
network-manager in Debian. Compiling blueman without hal, it uses newer
modules for NM, which fail with hal based 0.7.
Does anybody have a clue when to reckon an update of network-manager?

The default rc.lua actually never sets a layout for the tags. This
results in the floating layout to be used.
The best thing would be to set the layout to the first layout defined in
the layouts array. This is the way it was done before and seems to be

Enabling HAL in the configure script worked to resolve this bug for me.
Attached is a patch for the blueman source package that will configure
the build correctly. The patch also removes the currently unrecognized
configure option --disable-runtime-deps-check.
