Turns out that svn-workbench was only still running on the unaffected
system because it was still running from a few days ago. Closing and
restarting leads to exactly the same error so raising the severity of
the bug because now svn-workbench doesn't start on either system.

I upgraded a server via apt-get dist-upgrade and CPAN broke. The error
occurs when CPAN downloads the repository index. It appears to be in
this package, or another perl/zlib package that cpan uses.
The workaround is:

If you're including the FAL-licensed version of that file in the
source, I think the text of the FAL needs to go in to the
copyright, and probably be run past Debian-legal as well.
But I'm not experienced in licensing, so could easily be wrong.
