I would say that this is not a bug, its a feature.

The behavior is similar to how Microsoft Office Excel 2003 works when
copying sheets.

ehrm. my mistake. i misunderstood the problem. sorry.

the behavior is NOT the same as in Microsoft Office Excel 2003.
Excel behaves as the reporter expects OOo to behave.

Open lottoPermErr.ods in Calc (the version that is 39.7 KiB. se attachment 
above)
Save the file locally (must do this in order to copy sheets)
Select the sheet "Results" (leftclick the tab at the bottom)
Rightclick the "Results" tab and select "Move/Copy Sheet..."
Change "Insert before" to "-move to end position-" and enable checkbox "Copy". 
Click OK.
A new shet tab was created named "Results 3"
Compare the formulas in cells C2 in the sheets "Results" and "Results 3".

The content in cell C2 in sheet "Results" is: =COUNTIF(lotto.$E$8:$K$8;B2)
But cell C2 in the sheet "Result 3" contains: =COUNTIF(countLotto.$E$8:$K$8;B2)
Expected behavior is that the  formulas are the same, but they are not.

I tried today to reproduce this problem, but i couldn't.

i too used intrepid and gnumeric 1.8.3-3ubuntu2.

after pasting the text from gedit, the "text import configuration" shows
up with the three lines.  also i see the "from line 1 to line 3".

can you please update your intrepid so you have the latest versions, and
then try again and report back to me the exact steps needed to reproduce
the problem?

i can confirm that with intrepid alpha 6 and gnumeric 1.8.3-3ubuntu2 the
processor is at 100% for a very long time after loading the help file
with "help/contents".

however, if you wait long enough it will go back to 0%.

my guess is that the help engine (yelp 2.24.0-0ubuntu1) does some work
with the loaded help file in the background.

i get similar results when loading other help files in yelp.

i am unsure this is a bug. i change from "affects" gnumeric to yelp.

questions:

can you please confirm that the cpu returns to 0% if you wait for a long
time?

also, do you know if the same problem exists in previous versions of
xubuntu?

on a 3ghz computer it takes about one minute before the cpu returns to
0%, and as you use xubuntu you probably have a less powerful computer,
so it will probably take several minutes on your system.

to gnumeric. the process that eats cpu cycles is yelp.  please feel free

i dont know much about xfwm4 and xubuntu, but I guess that the program window 
has "stick" enabled.
right-click on the title bar of the window and check stick/unstick. in "stick" 
mode the window will show up on all workspaces.
in ubuntu this feature is called "always on visible workspace" / "only on this 
workspace".
i also think that at least gedit remembers its stick/unstick status when closed 
and reopened.
if i am correct in this, this is not a bug at all, i guess.

I am confused, but then I'm not a regular user of xubuntu. I think it is
like this:

There is a difference between "Stick" and "On Top".
Windows marked as "On Top" stays on top of windows not marked as  "On Top".
Windows marked as "Stick" are show on every workspace. If not marked as 
"Stick", the window shows up on only one workspace.

Try right-clicking in the window title bar and try the different
toggles.

Please get back to me with your findings.
