I am confused, but then I'm not a regular user of xubuntu. I think it is like this:
There is a difference between "Stick" and "On Top". Windows marked as "On Top" stays on top of windows not marked as "On Top". Windows marked as "Stick" are show on every workspace. If not marked as "Stick", the window shows up on only one workspace. Try right-clicking in the window title bar and try the different toggles.
