This is a problem for my Rails Web Server. I have also been affected by this problem after an upgrade from Breezy to dapper. I guess the newer package scripts should detect and remove any old files that should no longer be installed. I know very little about debconf so do not understand the technical issue alluded to above regarding pam and debconf. However, I do not think it should be in the default configuration that smb passwords maybe used to login - that is a specific requirement that should not be enabled by default. I would try using the pkitool (/usr/share/doc/openvpn/examples/easy- rsa/2.0/pkitool) it makes managing keys for OpenVPN or anything else really so much easier.
