This error happens to me as well while upgrading from ubuntu 9.10 to
10.04. Bug buddy is repeatedly popping up a window reporting that
deskbar-applet has crashed, and suggesting to save and send inn in a bug
report.

[Bug 682753] Re: update manager prints error message at startup and closes

I confirm this bug. I got a very similar error message when running
update-manager or Synaptic. Ubuntu 10.10. On inspecting the list
mentioned in the error message, I found an html-page with a wireless
hostspot login page. Thanks Sascha!

When I removed the contents of /var/lib/apt/lists, the error message
went away!

Happy as I am because the problem i solved, I of course agree that it is
a bug that the HTML-files were accepted as lists.
