I see the same error message. When looking at "strace nepomukservicestub 
nepomukstorage", I saw that the library "virtodbc_r.so" is searched in the

The package libvirtodbc0 in version 6.1.6+dfsg-2 contains the library in 
"/usr/lib/x86_64-linux-gnu/odbc/virtodbc_r.so". The file is not searched in 
this location. When I start nepomuk with "LD_LIBRARY_PATH=/usr/lib/x86_64-
linux-gnu/odbc nepomukservicestub nepomukstorage", the error message does not 
appear and nepomuk works.

Correct. This is because the documentation was meant to be built using the 
all-in-one source code tarball, while not from building the different 
submodules in a sane way.

While it might be possible to build the documentation from the different 
submodules (mostly what we do know for what's already there) it won't get 
interlinked.

To build qtbase documentation you also need qttools already available, thus 
creating a dependency cycle. This can be achieved, but at the cost of a 
enormous maintainance burden to which we the Qt/KDE team decided not to go 
into.

I have already contacted upstream asking for another posibilities [0] but the 
outcome is not good for Debian.

Since Wheezy, ruby1.9.1 has been the default Ruby interpreter.
Upstream has obsoleted Ruby 1.8 and will not provide any support for it.
As a consequence, the Ruby team is willing to remove ruby1.8 from the
archive (See the page for the scheduled transition [0]).

I am therefore raising the severity of this bug to important.

Don't hesitate to contact the Ruby team if help is needed to address
this issue.

I understand how this rule is useful in common practice. But not in this
specific case.
