Correct. This is because the documentation was meant to be built using the all-in-one source code tarball, while not from building the different submodules in a sane way. While it might be possible to build the documentation from the different submodules (mostly what we do know for what's already there) it won't get interlinked. To build qtbase documentation you also need qttools already available, thus creating a dependency cycle. This can be achieved, but at the cost of a enormous maintainance burden to which we the Qt/KDE team decided not to go into. I have already contacted upstream asking for another posibilities [0] but the outcome is not good for Debian.
