I agree that the first message could be misleading. But the fact that it's a fork can be underlined and repeated often enough so that future messages would not be misleading. Relying on this to prevent future posts still sounds (too much) like an excuse to be true.
Here is one that has more plausibility answer : this is the mailing list of the official project. Discussions of what Announcements for other builds or forks should be taken elsewhere. No need for ifs nor buts : Pascal is the maintainer, he decides what goes in, what goes out. This the reason. The Reason, as an Hegelian would put it, if one would still be alive.
