ticket submission itself.

It would be *really nice* to have the latter boilerplate for initial ticket
submissions too. It would make it easier to respond quickly, which can be a
bug plus when interacting with an external user reporting a problem (in
contrast, many of _groff_'s tickets are filed by its own developers). A
perception of good "customer service" is a pleasant property.
