Actually, I think #4039 (the `r` directive) may still need support in RPM
because we use the `--replace` option when calling `systemd-sysusers(8)` and
only feed it the actual user/group lines (encoded with base64 as `Provides`
strings) on standard input, not any other lines that the original file may have
contained.
