dmnks created an issue (rpm-software-management/rpm#4268)

When a relative path is specified in a `%files -f` directive, we currently 
assume the file is located in the `%{builddir}/%{?buildsubdir}` directory. Make 
this configurable via a macro so that the packager or vendor can specify a 
different set of directories to search.

This is especially relevant now with commit 
9d35c8df497534e1fbd806a4dc78802bcf35d7cb where one should only use the 
top-level `%{builddir}` for such packaging artifacts that aren't part of the 
packaged software itself. And indeed, this is a prerequisite for #3658.
