No, it's not the responsibility of the app developer.

It's the responsibility of whoever here in the name of this release service 
team says "yes, we will include it in the release", searching at the emails 
regarding Elisa in this list I'm not even sure we had a proper discussion about 
including it (the email thread i can find is for some reason cut), but hey I'm 
not opening that can of worms.
