Minor feedback: In Section 3, I recommend adding a reference to RFC 7301 (Transport Layer Security (TLS) Application-Layer Protocol Negotiation Extension) as shown below:
"Mapping EPP session management facilities onto the QUIC service is accomplished with a combination of a QUIC connection with the "EoQ" ALPN [RFC 7301] value" The second paragraph in this section refers to an "eoq/1.0" ALPN value. Please ensure that this text and the text in the first paragraph is consistent. The second-to-last paragraph in this section notes that "EoQ support is indicated by selecting the Application-Layer Protocol Negotiation (ALPN) token "EoQ" in the crypto handshake'. RFC 7301 doesn't include the word "token" at all. I'm not sure of what's correct here, but this text should also be consistent with the text found earlier in this section.
