Run chkconfig --list telnet
If telnet is listed as off in your runlevel run chkconfig telnet on and you should be all set. That said, you should try using SSH instead of telnet if it is feasible. It is much more secure. If you need a Win32 SSH client, I use Tera Term Pro with the TTXSSH extension.
