Upgrade denying telnet now

Since I upgraded to redhat 8.0 I no longer can telnet to my machine either from localhost or from one of the other machines on my network. I try disabling the firewall, but the security manager defaults back to high security and seems to ignore my changes. Anyone else get this problem or know what to do?
