Both. You may notice that Red Hat's mailman implementation is quite old and in fact, they haven't even updated to the latest secure releases that are available via up2date. Makes one kind of wonder... They're running 2.0.1 and the RHN has 2.0.13. In any case, mailman does have options to detect infinite loops like this but even the current production releases miss a few. In the beta releases, the detection is supposed to be better and more cases will be caught. I've seen cases on my own server where an Exchange user caused an infinite loop. Exchange doesn't reply to the message but creates a brand new out of office message instead.
