avoid just putting a line in rc.local. I'd like to do this the 'RedHat

Check that the gatewaydev in
/etc/sysconfig/network is the gateway device if there. Are there any other network devices about with a route set, this might take preference.
Check again that it is a valid gateway for the netmask etc. If not it will refuse to set it.
If that fails try setting the IP etc using netconfig
