Please note that ^ is a caret, while ~ is a tilde. Their uses are *entirely* different. A caret is 0x5E, while the tilde is 0x7E. I find it hard to believe that any national keyboard support does not include both of these characters, given that the former is used for such things as exponentiation, and the latter for URLs.
