if you are afraid of the dependencies - use apt-rpm.

I couldnt find any redhat or rawhide rpm for a version 0.9c. If i am able to look for one, what do i do? rpm -U package.name ? Will it break the openssh deps?

a lot of ways:
 
1. up2date (if you can)
2. download the newest openssl (for 7.3) from ftp.redhat.com ... ...

I am running a Redhat 7.2 box. It is currently running openssl-0.9.6b-28. How do i upgrade openssl to a 0.9c version?
