If I understand you correctly, you're saying that you can't connect to
OpenSSH remotely unless you've connected to it first from localhost. I'm
not sure why that would happen.
Firstly, update your OpenSSH to version 3.4, as there are MANY open bugs
in earlier versions. Next, take a look at /etc/hosts.allow and
/etc/hosts.deny, and verify that you are allowing access to sshd.
If you still have problems at that point, let us know.
