My 2c on this.

If you have a bad phone line (like here in rural Australia), try a modem
like the Maestro Woomera. It has special circuitry to match the phone line
impedance levels and adjusts as such on the fly. It also not only re-trains
down for slower speeds when the line gets bad, but also re-trains up when
the line clears. I've NEVER had a disconnect due to a bad line with it.

I'm sure they're probably not available overseas, and they are pricey
(nearly 3 times the price at $300 AUS), but with a 10 year warranty, and the
money I'm saving on re-connecting it's well worth it for me.
