This is often misunderstood, and more easily handled by a single command. 
This applies to Red Hat releases since (at least) 7.1, perhaps earlier.
Simply run 'chkconfig ipop3 on', and you are done.
No need to manually edit /etc/xinet.d/ipop3, and xinetd will reread it's 
configuration files automatically.
