Your customer needs to look into a radius package that collects/keeps accounting statistics.
He'll probably want to look at Innercite Radius (or ICRadius for short). I'll have to do some digging, to try to find out where my ISP got it. It's free, runs with MySQL, and you can also do a search for it on Google or some such, if you like.
