One reference I'd recommend is the isp-linux mailling list that can be 
found at isp-planet.com.  Very high volume, but I suspect searching thru 
the archives will yield some fruitfull answers.  I also setup a tool for 
and ISP in the local area called "tsmon" or term server monitor. It is 
based on perl primary and is a lightweight (resource) tool.  The only 
downside is that the author has been uncommunicative in the last few 
months, but other wise a nice tool.
