Much closer to "more" than "less" when speaking of the open Internet, and 
even most well-run internal networks. After all, telnet _is_ insecure; it 
is a fact, not an opinion. Some people or some situations may not need that 
security, or may not be physically able to support it (Cisco routers being 
one example); everyone else _should_ use SSH.

Note that the name of the package is "telnet-server".

Both wu-ftpd and proftpd have had their share of security problems. Both 
are reasonable options. For very fast, very secure FTP, use vsftpd (Very 
Secure FTPd) by Chris Evans. This is what Red Hat uses for at least some of 
their FTP servers, and most of the mirrors run it too. I'm sure you can 
find an RPM for it at www.rpmfind.net.
