I don't know what you think is happening but the command you are running
is trying to install a severely out of date version of the rpm package
itself.  not qmail.  rpm is telling you that it can't install version
3.0.5 because some packages depend on having an rpm version > 4.x.

Are you following an outdated howto or article that sugessed that you
"upgrade" rpm before continuing?

I don't currently run qmail but my guess is the rpm file that contains
the package will be named something like qmail-version-number-arch.rpm 

Once you find the file THEN try rpm -ivh qmailblahblah.rpm
