It doesn't. But because the first time you ran it you were in KDE it was
able to detect that arts was there and it set itself up to use it (there
would have been conflicts otherwise).

You can simply delete the .xmms directory in your home dir and start xmms or
you can compare the config files from your two machines to see what the
difference in the line below is (the one shown is likely what you have in
yours).

output_plugin=/usr/lib/xmms/Output/libartsout.so

If you hand edit it you risk other things going wrong, but the option is
there for you.
