You're right - all approaches will work:

1.  put restriction on front-end firewall
2.  put restriction in ipchains
3.  put restriction in xinetd.d
4.  put restriction in hosts.allow/hosts.deny

Whichever solution you chose, don't forget to do some testing to make
sure...
