Advocatus Diaboli:  They may have been handed a directive to do so
by some outside agency.  They MAY know it's impossible and a waste of
effort--but have to show a "best industry practices" effort so they can
shrug and say they've tried to comply.  (Note that this assumes they're not
complete and utter PHBs--which, in my experience, is a really poor working
assumption for most organizations.)
