I saw a post earlier where someone sent you a copy of /usr/lib/rpm/rpmrc, 
I believe? Are you sure it was from the same version of rpm? And what 
happened to the one that should have been on your system already?

RPM is looking for database names from an older version of rpm, I 
believe. Probably due to the wrong rpmrc file being used.

What is the output of 

ls -al /var/lib/rpm > dir_var_lib
and
ls -al /usr/lib/rpm > dir_usr_lib
