Sorry, I missed the start of this thread.

Your best bet is to track down the problem with RPM.

Even if you do manage to un-install it, without RPM, reinstalling it 
without rpm will be tricky. I've never tried, but I doubt rpm will 
happily uninstall itself, even if it were working.

What Red Hat release are you running?

What version of rpm do you have installed? Try:
rpm --version (It sounds like 'rpm -q rpm' won't work?)

Did you make any changes prior to RPM breaking?

If rpm is working at all, what is the output of:
rpm -qvv rpm
