I just realized I never followed up on my question to the original 
poster, I'm sorry ... start by grabbing this:

Look in the options file for port speed; should be 115200 for ISDN.  
Make sure /dev/modem points at the right serial port.  If you only use 
one phone number just enter it in the appropriate place.  Fix name and 
password in pap-secrets, and name in options.  Known to work with 3Com 
ISDN TA.

Bear in mind, though, that you need to have SPIDs set up correctly in 
the TA hardware, and that (as far as I know) can only be done with the 
(usually Windows-based) software that comes with it.  Once done, 
though, you don't need that software again unless your line changes.
