It doesn't *have* to take any longer. You have to wait for a timeout if the 
identd doesn't get an answer at all, which frequently happens since people 
set their firewall to DENY (or DROP).

If you explicitly set port 113 to REJECT, the server will get an immediate 
rejection and you will get an immediate connection.
