Not really.  It'll just take longer to connect to the IRC servers and they 
will report that they couldn't obtain any information about your identity.
That's all.

I've been running it that way for years now.  The port is closed on my 
system, the service is disabled in inetd.conf and my firewall is also 
blocking the packets on that port.
