nah, that's overkill :)

he should try looking at the MTU on the host with problems, and seeing if
it is set larger than the MTU's on the other hosts. If the other host's
firewall blocks MTU path discovery (read: broken) then that host won't be
able to connect. Is this a windows box having the problem?
