Err, wrong query pasted in there. It should be:
$ rpm -ql rpmdb-redhat

/usr/lib/rpmdb/i386-redhat-linux/redhat/Packages

Yes, it is looking for the correct path. But look at the difference in 
the names of the db files. 
I have:
$ ls /usr/lib/rpmdb/i386-redhat-linux/redhat/
Basenames     Group  Packages     Requirename
Conflictname  Name   Providename  Triggername

My guess is that recent versions of rpm look for the more recent file 
naming. Again, i don't know if rebuilding the database would fix that or 
not.

I'd be willing to bet that installing rpmdb-redhat from the 7.1 or 7.2 
distro would work.
