Usually means just what it says -- Apache.pm is AWOL.  I've only seen 
this when I've built Apache packages for distribution and forgot to 
include the modules from the Perl tree.  How did you install Apache?

By the way, if you don't _want_ mod_perl, just comment it out of 
httpd.conf and be at peace.
